CDG and Orly Modernization: Groupe ADP’s Airport Investment Plan for 2027–2034

Groupe ADP is preparing a major investment program to modernize Paris Charles de Gaulle Airport (CDG) and Paris-Orly Airport. The proposed economic regulation contract for 2027–2034 provides a framework for infrastructure investment, airport service quality and regulated airport charges.

For travelers, the project concerns the airport experience as well as connections with rail services and onward ground transportation. Its objectives should be distinguished from completed facilities: the program is planned over several years, and individual projects have their own schedules.

From the Initial €8.4 Billion Proposal to the Revised €8.2 Billion Project

The original proposal announced in December 2025 described an investment program of €8.4 billion. On July 29, 2026, Groupe ADP announced an agreement with the French state on a revised draft contract involving €8.2 billion in regulated investment, expressed in constant 2025 euros.

This update matters when reading older coverage. The €8.4 billion figure describes the initial proposal rather than the latest announced draft.

As of October 2026, the regulatory process remains a key part of the project. The Autorité de régulation des transports (ART) recorded the request for a binding opinion as admissible on September 18, 2026, with a two-month review period. The stated target for the contract’s entry into force is January 1, 2027.

Three Broad Stages in the Original Transformation Road Map

ADP’s presentation of the initial proposal described a phased approach. The stages below explain that original road map; they should not be treated as a guarantee that every facility will open on a particular date.

2027–2030: Improving the Passenger Journey

The first stage focuses on passenger flow and service quality, including border processing and control points.

2030–2032: Making Better Use of Existing Infrastructure

The second stage concerns optimizing terminals and operational capacity, alongside baggage handling.

2032–2034: New Infrastructure and Better Connections

The third stage emphasizes additional infrastructure and intermodal connections. The revised draft maintains the main investment priorities while adjusting the sequencing and scale of selected projects.

What the Modernization Plan Means for CDG

CDG is central to the airport investment strategy. The program aims to improve the use of existing facilities, passenger connections and operational efficiency, rather than simply building the previously envisaged large Terminal 4 project.

For a traveler, the practical questions remain straightforward: which terminal handles the flight, where check-in and baggage claim are located, and how to reach the onward train or pickup point. During any works, follow current airline and airport instructions rather than relying on a future project description.

Passenger Capacity, Competitiveness and Environmental Priorities

ADP presents the program as a way to support the long-term performance of the Paris airports, improve service quality and prepare infrastructure for future demand. Capacity projections are planning assumptions, rather than guaranteed passenger numbers.

Environmental priorities include reducing emissions from airport operations and improving energy performance. These objectives should not be understood as a claim that all flights or all airport activity will become carbon neutral.

The passenger experience will depend on the delivery of individual projects as well as day-to-day airline and airport operations. More efficient infrastructure can support a smoother journey, but it does not remove immigration, security or boarding requirements.

CDG Express and Rail Connections

CDG Express is scheduled to open on March 28, 2027. The planned service links Paris Gare de l’Est with CDG in approximately 20 minutes, with a train every 15 minutes. It is not an operating transport option for journeys before the service opens.

The proposed train journey time does not include reaching Gare de l’Est, walking through the airport or connecting to a departure hall. Check the official service information when planning a journey for the opening period.

CDG Express is an additional airport access project, not a replacement for every RER B journey and not an internal shuttle between all terminals.

The existing RER B and CDG Terminal 2 TGV station remain important when planning current airport rail access. Orly is served by metro line 14 and by Orlyval connecting with RER B at Antony; RER B does not run directly into Orly’s terminals.

CDG’s New Terminal Names Are a Separate Change

Terminal renaming should not be confused with rebuilding the entire airport. From March 16, 2027, the announced names are:

Current NameNew Name
Terminal 1Terminal 1
Terminal 3Terminal 2
Terminals 2A–2CTerminal 3
Terminals 2B–2DTerminal 4
Terminal 2ETerminal 5
Terminal 2FTerminal 6
Terminal 2GTerminal 7

The existing Terminal 2 facilities are being assigned new names; they are not all being demolished or replaced on that date. For travel around the transition, use the terminal name on your airline’s latest confirmation and the airport’s current signs.

Funding and the Regulatory Framework

An economic regulation contract sets an investment and service-quality framework and governs the development of regulated airport charges. These charges concern airport users such as airlines; they are distinct from a passenger’s taxi fare, private chauffeur quote or parking booking.

The draft must follow the applicable regulatory process. An announced agreement on a draft is not the same as every project being completed or the final contract already being in force.

Airline ticket prices depend on many factors. It would be misleading to promise that the modernization program will either leave every fare unchanged or cause a specific increase in the price of your flight.

Planning an Airport Journey During Modernization

  • Confirm your airport, terminal and departure hall with the airline.
  • Check current airport access and public transportation information.
  • Allow time for baggage collection, border procedures and onward connections.
  • For a train connection, share the train departure time and station with your transfer provider.
  • Follow the pickup instructions in your booking confirmation.
  • Check future transport projects again before traveling; announced dates can evolve.

Frequently Asked Questions

1. Why is ADP planning to modernize CDG and Orly?

The program aims to improve service quality, infrastructure performance and the airports’ long-term competitiveness.

2. Is the investment figure €8.4 billion or €8.2 billion?

€8.4 billion was the initial December 2025 proposal. The revised draft announced in July 2026 provides for €8.2 billion in regulated investment in constant 2025 euros.

3. When is the contract expected to start?

The stated target is January 1, 2027, subject to the regulatory process. Individual works have their own schedules.

4. What are the main passenger objectives at CDG?

Improving passenger flow, connections and service quality is central to the strategy. Check project-specific announcements for the exact facilities involved.

5. Is CDG Terminal 2 disappearing?

The existing facilities are being renamed. This should not be interpreted as their wholesale demolition or replacement.

6. What is CDG Express?

A planned direct rail link between Gare de l’Est and CDG, with a scheduled opening on March 28, 2027 and a planned train journey of about 20 minutes.

7. Will internal airport shuttles change?

Use the airport’s current route and timetable information. Future modernization should not be treated as confirmation of a specific shuttle route or opening date.

8. Will the new terminal names help international travelers?

The change is intended to simplify orientation. During the transition, check the name used by your airline and follow current airport signs.

9. Will Air France move because of terminal renaming?

Renaming does not itself mean a physical relocation. Check your flight’s assigned terminal; the names 2E and 2F become 5 and 6.

10. Will shopping and dining areas change?

Facilities may evolve as projects are delivered. Do not assume every terminal or commercial area will be renovated on the same date.

11. Does extra capacity guarantee higher traffic?

No. Infrastructure capacity and actual passenger demand are different. Forecasts remain assumptions used in planning.

12. Will security checks become faster?

Improved processing is an objective, not a guarantee of a particular waiting time. Continue to allow the arrival time recommended by your airline.

13. Could parking access be affected?

Check the parking operator’s current instructions and your terminal access route before traveling.

14. Will connections between terminals be easier?

Improving connections is part of the strategy. The practical route still depends on your terminals, boarding areas and current airport arrangements.

15. What are the environmental priorities?

ADP identifies decarbonization of airport operations and improved energy performance among its priorities.

16. Will the plan change airline ticket prices?

Airport charges and airline fares are different. The project does not establish a fixed increase or reduction for every passenger ticket.

17. Could construction affect a journey?

Works can affect access or walking routes. Check live airport information and allow suitable time for your itinerary.

18. Will RER B still be relevant?

Yes. RER B remains an existing CDG connection. For Orly, it requires an onward connection such as Orlyval at Antony.

19. Will every TGV station be rebuilt?

Do not infer this from the wider intermodality strategy. Consult specific rail and airport project information for any confirmed changes.

20. Will all airport changes be finished in 2034?

2034 is the end of the proposed contract period. It should not be taken as a promise that every separate airport or rail project will be completed by then.
